Private property: no permit, no wait
Front driveway, the parking pad beside your garage, or the paved setback between your garage and the lane — as long as the bin sits on your side of the property line, no City permit is needed. An 8 yard fits most Vancouver front driveways; a 12 or 15 usually needs the lane‑side pad.

Lanes are City property — treat them like a street
A bin sitting in the lane blocks your neighbours' garages and the City's collection trucks, and it needs a street‑use permit from Engineering Services just like the road out front.
